New Fiscal Year Budget: Government Seeks Input from Business Community

Following consultations with FBR field formations on the New Fiscal Year Budget 2026–27, the government has now invited suggestions from the business community as well.

According to nytoday News, the Federation of Pakistan Chambers of Commerce and Industry (FPCCI), regional Chambers of Commerce, and other business organisations have been asked to submit their budget proposals to the Tax Policy Office by January 30, 2026.

Sources indicate that the upcoming federal budget will be prepared by the Tax Policy Office, marking a shift in responsibility from the Federal Board of Revenue (FBR) to the Ministry of Finance. With the Tax Policy Office now fully operational, it has been entrusted with leading tax reforms and overseeing budget preparation. Stakeholders have been directed to submit well-justified proposals and clearly explain the expected impact of each recommendation on tax revenue.

The Ministry of Finance has emphasised that broad stakeholder consultation is a key part of this year’s budget process, with priorities already defined. Increasing exports, attracting foreign investment, and reducing the tax burden on industries are among the main objectives. The government has reiterated its commitment to promoting manufacturing and overall industrial growth.

Incentives for the IT sector and digital economy are also under consideration, while environmentally friendly and affordable energy projects have been identified as major priorities. The upcoming budget will place special focus on women’s participation in the workforce and youth employment.

To streamline the process, the Ministry of Finance has issued a special form for budget submissions. Business bodies have been instructed to submit tax proposals via email or post, along with detailed background information and legal justifications for any suggested amendments. Proposals must clearly outline their potential impact on revenue, economic indicators, and specific business sectors. Authorities have stated that only practical and well-supported tax proposals will be prioritised during the budget-making process.
