Seventh Strategic Dialogue: Pakistan and China Reaffirm Full Support for Each Other

Faisalabad/Beijing (NYT): Pakistan and China have reaffirmed their unwavering support for one another and agreed to adopt a zero-tolerance policy against terrorism, while further strengthening bilateral security cooperation, during the 7th Pakistan–China Strategic Dialogue held in Beijing.

According to a statement issued by the Foreign Office, the dialogue was co-chaired by Chinese Foreign Minister Wang Yi and Pakistan’s Deputy Prime Minister and Foreign Minister Ishaq Dar. In a joint declaration, both sides also called for an unconditional, comprehensive and permanent ceasefire in Gaza, reiterating their support for the Palestinian people’s right to self-determination and a two-state solution.

The two countries underscored the importance of United Nations resolutions for the peaceful settlement of the Jammu and Kashmir dispute. Pakistan reiterated its firm support for China on issues related to Taiwan, Xinjiang, Tibet, Hong Kong, the South China Sea, and the One China Policy. In return, China reaffirmed its full support for Pakistan’s sovereignty, territorial integrity and efforts to combat terrorism.

The dialogue also announced plans to celebrate the 75th anniversary of Pakistan–China diplomatic relations, aimed at further strengthening the all-weather friendship between the two nations and promoting cooperation across multiple sectors. Both sides described each other as iron brothers, strategic partners and trusted allies.

Comprehensive discussions were held on bilateral relations, covering strategic and political cooperation, defence and security, economy, trade, investment, cultural ties and people-to-people exchanges. Regional and global issues of mutual interest were also reviewed. The two sides agreed to deepen strategic coordination, strengthen mutual trust, safeguard shared interests and promote economic and social development, contributing to peace, stability and prosperity in the region and beyond.

Pakistan and China emphasised that the sustained and stable development of bilateral relations is vital for regional peace and development. They agreed to prioritise the implementation of the 2025–2029 Action Plan and advance the vision of a shared future. Pakistan appreciated China’s development achievements under President Xi Jinping, congratulating Beijing on the successful completion of its 14th Five-Year Plan and the launch of the 15th Five-Year Plan.

Reiterating their firm support for each other’s core interests, China acknowledged Pakistan’s comprehensive counter-terrorism measures and the protection of Chinese citizens, projects and institutions, while recognising Pakistan’s sacrifices in the fight against terrorism. Both sides agreed to further deepen security and counter-terrorism cooperation to ensure the safe and smooth progress of the China–Pakistan Economic Corridor (CPEC), while opposing double standards on terrorism.

The two countries agreed to accelerate coordination on development initiatives under CPEC 2.0, with a focus on industrial, agricultural and mineral sectors, the construction and operation of Gwadar Port, the smooth functioning of the Karakoram Highway and enhancing Pakistan’s sustainable development capacity. They also agreed to utilise the year-round opening of the Khunjerab Pass to boost trade and people-to-people exchanges. Participation of third parties in CPEC was welcomed, provided it aligns with mutually agreed procedures.

Both sides committed to strengthening cooperation in the financial and banking sectors and supporting each other in regional and international financial forums. Pakistan expressed appreciation for China’s financial assistance. They also reaffirmed their commitment to upholding the outcomes of World War II, the principles of the UN Charter, and opposing attempts to distort historical facts, fascism and militarism.

Emphasising peace and stability in South Asia, Pakistan and China agreed that all disputes should be resolved through dialogue. Pakistan briefed China on the situation in Jammu and Kashmir, while China reiterated that it is a historical dispute that should be resolved in accordance with UN resolutions and bilateral agreements.

The two sides agreed to further activate the China–Afghanistan–Pakistan trilateral foreign ministers’ dialogue and the China–Bangladesh–Pakistan cooperation framework. They also committed to enhancing coordination under global development, security, civilisation and governance initiatives to make the international system more equitable.

China expressed support for Pakistan’s assumption of the Shanghai Cooperation Organisation (SCO) presidency for 2026–2027. Both sides agreed to maintain close coordination on Afghanistan, urging the Afghan authorities to adopt an inclusive political framework, pursue moderate policies, focus on development, maintain good relations with neighbours and take effective measures to eliminate all terrorist organisations.

Concluding the dialogue, Pakistan and China reiterated their commitment to further strengthening their iron-clad friendship and elevating their strategic partnership to new heights. It was agreed that the next Pakistan–China Strategic Dialogue will be held in Islamabad next year.
